DA2 - School Car Park

I promised to report back what I found about a new school car park

 

Teignbridge referred me to the S106 agreement for 11/03265 on their planning portal, and in particular page 21 (Which is actually page 35 of 39 of the PDF)

This states “The non residential car parking spaces shall at all times be made available for public use on a short stay basis between 8am – 4pm Mondays to Saturdays” 

 

I asked about timescale for this to be delivered.  TDC state that this would have to be before the developer leaves the completed site.  There is no more specific stipulation that that.

 

I asked the planning consultants at the public consultation to show me the car park on their plans.   They showed me land that will be made available for this, but state that this is the limit of the obligation.   They state it is up to the County Council to build a car park for the school.

I will be writing over the weekend to County and District Councillors to check that this is the understanding of DCC and TDC, and if so what budget provision has been made for this.

 

On other matters

 

The planning consultants state that the target for “affordable housing” within DA2 is 25-30%

 

They tell me that there will be discussion at detailed planning stage about whether they will build an equipped play park or make a financial contribution in lieu to Teignbridge, who would then build the play park

 

By the end of the entire development there will be a road linking to the Sainsburys roundabout, this will be of a standard sufficient to allow two buses to pass one another.

During this initial phase of work all traffic movement will be along Elm Grove Road.  They will be building new traffic controls on Exeter Road to allow for a dedicated right turn (travelling from the Exeter direction) into Elm Grove.   The final detail is to be agreed yet, but it may include time phasing to allow extra time for pedestrians crossing Exeter Road.

There will be a controlled emergency route for ambulances etc to connect into Langdon Road, but this will not be open to other traffic.
