Blame your very own Devon County Councillor the very right ????? Clatworthy. He proposed it - can't remember who the seconder was. He thought it was a good idea so that more people would then park and more lolly would come rol'n in for having to pay for parking all the year round, instead of what it used to be - seasonal.
