Phase 1 would see Teignbridge intend to deliver the installation of a public WiFi solution for Newton Abbot, Teignmouth and Dawlish town centres that would be a no-cost option for the council, where both the provider and the council can profit from the application.

Free wi-fi where both the Council and provider make a profit, I wonder where that profit will come from?

As the service will be provided free to its users, and also supposed to generate a profit for the provider and the Council, I am puzzled as to where that profit lies, unless users will get bombarded with adverts.
