A lot to read, but quite radical proposals for the town centre. Some of which may be feasible others not. Shame all the Town Council can do is go on and on about how they are not giving up power to an independent body! No constructive comments from them at all. If they are going to be in control, no point even discussing as it will never happen.

They think that arranging a VIP lunch qualifies them to put a multi million pound regeneration into action!

Has anybody else read it?

I'd just like to say that this (leaked) report is very difficult to read in this format.
Dawlish Community Trust have been steering this effort and offered this first draft from the consultants' team to the three tiers of local government (Devon, Teignbridge and Dawlish) and to the funding body (South West Regional Development Agency).
It may look as though the Town Council's comments are negative, but many apply to stages of development further down the line.
We are aiming for a Public Presentation (as a follow-up to Dawlish Tomorrow, last September) where the developed ideas are put on display. Then we may expect fireworks over some ideas and agreement on others. The real task is to form a local authority partnership to oversee development and engage local groups.

Can I ask Vanguard this.
1. Why is the report 'leaked?'
2. Will the public be genuinely consulted on what is being proposed?

If the report was "leaked" its obvious we are not going to be told or asked our opinions about the whole story.
The whole report should be printed in the paper or sent to every home if not it proves our council is not democratic

Totally agree that public should be involved.

Not quite sure why totally unelected body (Dawlish Community Trust) should think that public should not have a say on something that will so impact on the town.

My guess it was the council who decided the trust members there are 11 members 3 are town councilors not one is joe blog.
Reading their web site they spent untold thousands putting boards along the coastal pathways to celebrate the railway coming to Dawlish a lot of the effort will be aimed at tourism. They are a limited company and employ at least 5 people. Suppose we all have differing ideas about whats good for our town would be nice to be asked

Oh dear, how the rumours fly around and get everything in a tangle.
The report is incomplete at this stage, and makes for difficult reading without all the images and plans. It was offered to the councils to make sure there was nothing that would prove impossible to carry through. I said 'leaked' because it is not in the best state for people to read and they could save the for for the final version.
There has been consultation, in 2003 when a public meeting invited people to join working groups and about 50 people came forward; in 2004 when those working groups held a number of open drop-in events to obtain views in a structured way; in 2005 when the Community Action Plan was offered for comment and delivered to every household, and not one single letter or phone call came in.Lately, the Dawlish Tomorrow event on the Lawn in September 2007 brought 500 people to talk with the consultants preparing the report. That must be enough gathering of information and views for anyone. Soon the report and Plan will be laid before the town and they can take it or leave it.
By the way, Dawlish Community Trust is independent of the Town Council and employs two part-time and very hard-working staff.

I may be wrong about employees but look on their web site 3 town councilors are members of the trust the rest are made up of buisiness people those with managerial experience & community workers thats not rumour its on their web site

If rumours are flying around that might be due to lack of factual information from DCT!

I've read it - and I didn't have any problem understanding it. For what it is worth I was very impressed with what it suggests, in fact I got quite excited.

That DCT has undertaken public consultation previous to this report doesn't mean that the this report also shouldn't be made available to the public.

Answer me this. 'Leaked' or not, will the public's thoughts on the matter be taken into consideration or not? In other words, other than the 3 councils having an input will any others be able to do so?

Are you saying the council has our best interest at heart if so that will be a first. Public consultation is usually done in such a way that the majority of the public DO NOT become involved. At least one member of the public should have been invited on the trust to be spokesperson for the majority,and maybe 1 councilor.
I would think the vast majority of people are not interested in making Dawlish more appealing to holiday makers they want a better town 52 weeks of the year. Here the town is a hub of activity in the summer why? why not have events soley for the people who live here.(know this is going off in a tangent) towns who do not have a tourist trade have events for the locals,oh yes we have the Christmas market.Did we need thousands spent on boards on the coastal walks commemorating the arrival of the railway in Dawlish. Why hasnt any money been given to the theatre this place could offer a lot more than it does with funding

I moved away for a better life but am still interested, the trust has employed Yellow Pages Ltd to sort dawlish out they have a good track record in some respects but they are costly and do not take into consideration local views they are after all just out to make money.

I emailed the trust re how much they pay in saleries had an email from Bob Vickers asking for my name and address becuase they do not give out this information willy nilly surely it should be common knowledge if you have nothing to hide why hide it

Apparently asking where the money goes on salaries is personal information where is freedom of information gone do not trust them
