Permission granted subject to conditions.  Contrary to Town Council recommendation.

Just to add that as well as the town council recommending refusal, it (the town council's planning committee) also wished for the application to be decided by  TDC's planning committee rather than a TDC planning officer if the planning officer was inclined to agree to the planning application.

However, it seems that as the request for the planning app to go to TDC's plannng committee was not received within the time allowed it could not be heard by TDC's planning committee and hence was decided by a planning officer.
