The grisly find was made by man walking his dog in the grounds of Manor Gardens Park, Barton Terrace, Dawlish just before 8.30am. The walker reported the find at the nearby council offices, and the police were called. Police said the the death was initially being treated as suspicious. Detectives from Newton Abbot CID were being sent to the scene, which was cordoned off.
