I see that Heavitree brewery have submitted a planning application to renovate the downstairs "bar/bistro" with additional flats above....could be just what we need, some evening life in a central location....

Not sure which planning application you mean Chris.  The ones I see are

14/00341/FUL and 14/00342/LBC, both for " conversion of former beer cellar to a single residential unit with amenity space"; and

14/00205/LBC for "alterations to ground floor layout and conversion of the first and second floors to three apartments and erection of bin/cycle store in rear courtyard".

Doesn't sound like renovation of the bar to me.  What am I missing ?

(I also see an application in to convert the Exeter Inn to residential.)

I think it was the "alterations to ground floor layout" bit, I believe they're creating new flats (including the former beer-cellar), but by "altering" the rest of the layout, they're making it suitable for a (small-ish) bar/bistro type premises which one of the (many) supporting documents says somewhere.
